Algerain passport...how to get visa

I am posting this just in case there are any Algerians here...and also so people can see how difficult things can get sometimes with visas etc.

My fiancé went to the courier in Algeria the other day to send his visa application to Cairo (since we don't have an embassy in Algeria,so he could come for a visit. Everything was ready, but they said he can't send his passport out of the country.

So I asked the Aussie embassy in Cairo what he could do. They said he may need to travel to Cairo once he knows it's accepted, so that they can put the visa in his passport. Or have a stopover somewhere like France so he can get the visa there. :O

He's only asking for a tourist visa for a couple of months! Now he needs to make a separate trip to Cairo as well!!???!!!! And presumably organise visas for a different country so that he can get the visa for this country?? :O

I'm a little exasperated at this stage.

If you're Algerian or know of a similar situation within Algeria could you pls give me any advice. Is there another way that Algerians are managing this problem?

Thanks for your suggestion MartinO. I think that is what we'll have to do. I just really can't believe that the plan could be that ridiculous. Getting a visa for another country just so you can pick up your visa for Australia. Because he would need a visa even to leave the airport to go to the Aussie embassy elsewhere.
